开启摄像头抓图。摄像头显示窗口可以随意改变大小，抓图后保存的图片大小可以根据自己传入的宽和高随意改变，只添加了BMP转JPG的功能，要把BMP转为其他格式，自己阅读代码可以很容易修改。。里面有测试demo，也有接口说明，主要接口为打开摄像头，暂停预览，恢复预览，抓图，图片旋转，关闭摄像头。
