果较为客观，在综合评价中具有很好的推广应用价值。-How to reasonably determine the subjective weight coefficients of every factor is a key problem in comprehensive

assessment.One new approach of paired comparison is brought forward to decide the weight coefficients of every assessment

factor.The theory,method and procedure are discussed.And the new approach is easy to understand and very simple to be

implemented.The result is rather objective,and shows great potential in comprehensive assessment.
