存储器0x40003100字节单元保存嵌入式系统各部件的运行状态数据，数据位信息定义如下：
位0=0 存储器无障碍；
=1 存储器故障；
位1=0 串行通信无障碍；
=1 串行通信故障；
依据内存0x40003100单元的内容，控制蜂鸣器报警。报警策略如下：存储器故障，每隔一定时间蜂鸣器发出“嘟嘟”报警声；串行通信故障，每隔一定时间蜂鸣器发出“嘟嘟嘟”报警声。
如果两种错误都发生，则按以上策略交替报警。编写程序，实现以上功能。
